Africa's ocean economy is one of the world's most compelling and underinvested commercial frontiers. Generating $296 billion and supporting 49 million jobs today, Africa's blue economy is projected to reach $576 billion and 78 million jobs by 2063. The continent's 38 coastal and island states, with 47,000 kilometers of coastline and 85 commercial ports, serve as gateways to global markets — yet the capital, technology, and expertise needed to push this frontier remain largely untapped  

That gap is precisely where U.S.-Africa commercial partnerships can lead. American companies bring world-class capabilities in port logistics, offshore energy, maritime technology, and industrial fisheries — sectors where African governments are actively developing licensing frameworks and investment incentives to attract private capital. The alignment of interests is clear: Africa needs investment and expertise; U.S. companies need growth markets and diversified supply chains. 

This panel will focus squarely on the commercial case — identifying bankable projects across port expansion, shipping logistics, fisheries, and offshore energy; examining how blended finance and development finance tools can de-risk entry; and exploring how U.S. agencies including EXIM and DFC can partner with African counterparts to structure deals and build partnerships that turn ocean wealth into shared prosperity.
